What's more, the nature of weapons changes over time and they are not always located in the military sphere per se. Econometricians apply sophisticated statistical instruments without questioning the quality of the data supplied to them. Innovation methods can no longer be limited to a commitment based solely on the power of weapons; they must determine the appropriate tools, adapted to the threats and capabilities of the immediate or potential adversary.
