Entraygues ed.)"},"content":{"rendered":"<h2><a href=\"https:\/\/ecodef-ihedn.fr\/wp-content\/uploads\/2020\/04\/sommes_nous_en_guerre.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-6404\" src=\"https:\/\/ecodef-ihedn.fr\/wp-content\/uploads\/2020\/04\/sommes_nous_en_guerre.jpg\" alt=\"\" width=\"143\" height=\"229\" \/><\/a><\/h2>\n<h2>A collective work<\/h2>\n<p style=\"text-align: justify\">In <a href=\"https:\/\/www.uppreditions.fr\/livre\/98754_sommes-nous-en-guerre\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>\u00abAre we at war?\u00bb<\/strong><\/a>, (UPPR \u00c9ditions), Lieutenant-Colonel <a href=\"https:\/\/www.linkedin.com\/in\/olivier-entraygues-68196528\/?originalSubdomain=tr\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Olivier Entraygues<\/strong><\/a> offers a <strong>peer review<\/strong>, which focuses on <strong>two main areas for consideration:<\/strong><\/p>\n<ul>\n<li style=\"text-align: justify\">How do we know anything about war?<\/li>\n<li style=\"text-align: justify\">What intellectual tools and methods are currently used to describe the <strong>\u00abwar phenomenon<\/strong> \u00bb ?<\/li>\n<\/ul>\n<p style=\"text-align: justify\">This reflection, which stems from the author's work on his Habilitation \u00e0 diriger des recherches (HDR), has led to the proposal of a <strong>\u00abcross fertiliser\u00bb<\/strong>. The aim here is to advocate better <strong>integrating the academic and military dimensions<\/strong>. The study includes <strong>6 chapters<\/strong> and <strong>23 contributors<\/strong>.<\/p>\n<h2>With the participation of the Chair in Defence Economics<\/h2>\n<p style=\"text-align: justify\">In the Fourth Chapter, <a href=\"https:\/\/www.researchgate.net\/profile\/Julien_Malizard\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Julien Malizard<\/strong><\/a> and <a href=\"https:\/\/www.researchgate.net\/profile\/Josselin_Droff\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Josselin Droff<\/strong><\/a>, Researchers at the Chair in Defence Economics have written a paper entitled: <strong>\u00abAre we at war? An economic perspective\u00bb<\/strong>.<\/p>\n<p style=\"text-align: justify\">The authors are interested in a <strong>little studied issue<\/strong> in defence economics: the <strong>sustainability of military operations<\/strong>. France is involved in a number of <strong>field operations<\/strong> which have cost more than a billion euros a year for almost ten years. An examination of the \u00abadditional costs of OPEX\u00bb illustrates the<strong> new intervention methods<\/strong> of the armed forces. This contribution examines, from an economic point of view, the<strong> operating cost<\/strong> borne by the armies involved in these military operations, whose <strong>duration<\/strong>, l<strong>\u2018intensity<\/strong> and the\u2019<strong>scope<\/strong> have particularly increased in recent years.<\/p>\n<p style=\"text-align: justify\">Such a cost is difficult to assess because it has no economic value in itself. To assess it, we have to resort to indirect analyses, via the <strong>consequences for people and equipment<\/strong>. The authors' empirical work shows that, over the last ten years or so, the number of <strong>serious shortcomings<\/strong> This could ultimately lead to a reduction in France's military potential. This could ultimately lead to a reduction in France's military potential.<\/p>\n<ul>\n<li style=\"text-align: justify\">A summary of the ideas developed is available on the <a href=\"https:\/\/economie-defense.fr\/la-soutenabilite-des-operations-exterieures\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Chair in Defence Economics<\/strong><\/a>.<\/li>\n<li style=\"text-align: justify\">This contribution is the <strong>an extension of our thinking<\/strong> initiated by the authors and published in 2015 in the <a href=\"https:\/\/www.defense.gouv.fr\/content\/download\/383545\/5672508\/file\/Lettre%20IRSEM%20n%C2%B04%20-%202015.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>IRSEM Newsletter n\u00b04\/2015<\/strong><\/a>.
