Josselin DROFF<\/a><\/strong>, researcher at the Chair Economy<\/strong> Defence participated in the\u2019study N\u00b064 <\/strong>of the\u2019IRSEM<\/a><\/strong> produced by Antoine PIETRI<\/a><\/strong> (Doctor of Economics and researcher at IRSEM) and Beno\u00eet RADEMACHER<\/a><\/strong> (ICA and Director of the Armaments and Defence Economics Department at IRSEM).<\/p>\n\n\n\n

The study is entitled\u00ab\u00a0Impact of new industrial business models on military equipment<\/a><\/em>\u00ab . The authors examine the impact of the\u2019changing technological and strategic environments<\/strong>e on equipment life cycles<\/strong> armies. <\/p>\n\n\n\n

Two major trends<\/strong> are identified: exponential improvements in technology, accompanied by an increase in strong duality of facilities<\/strong> (1) and a growth in equipment costs<\/strong> (EM) throughout their life cycle (design, production and maintenance in operational condition in particular) (2). These changes have resulted in adapting industrial business models <\/strong>which may lead to a reduction in the useful life of certain MS. In particular, manufacturers are looking to smooth out their workloads and sell services (such as maintenance in operational condition - MCO).<\/p>\n\n\n\n

The study<\/strong> focuses on a solution<\/strong> which consists of offering used military equipment <\/strong>and limit the lifespan of equipment <\/strong>\u00abconsumables\u00bb.<\/p>\n\n\n\n

Several benefits<\/strong> to this solution were identified and developed by the authors in the study :<\/p>\n\n\n\n

  1. Modernising the fleet of EMs used by the armed forces.<\/li>
  2. Reduce the tendency of certain MS to over-specify.<\/li>
  3. Boosting France's defence technological and industrial base (DTIB).<\/li>
  4. Promoting the retention of strategic skills.<\/li><\/ol>\n\n\n\n

    However, some risks <\/strong>are highlighted and examined:<\/p>\n\n\n\n

    1. Risk to interoperability (joint and international).<\/li>
    2. Growing need for staff training.<\/li>
    3. Risk of creating competing DTIBs.<\/li>
    4. Risk of arms proliferation.<\/li><\/ol>\n\n\n\n

      Following on from this study, three recommendations<\/strong> have been formulated to examine in greater depth and better define the issues associated with a possible strategy for reselling MS<\/strong> :<\/p>\n\n\n\n

      1. Making economic analyses<\/strong> to assess the optimum replacement age for certain MS, based on the costs and benefits associated with their use
        their replacement\/maintenance.<\/li>
      2. Making a comparative study of export policies<\/strong> second-hand weapons from the Netherlands, Germany and Sweden.<\/li>
