Genevi\u00e8ve Darrieussecq, Secretary of State to the Minister for the Armed Forces, opened the conference. Several round tables followed: the <strong>confidence in defence finances,<\/strong> the <strong>balance and equipment issues<\/strong> forces and finally <strong>internal security issues<\/strong>.&nbsp;&nbsp; <\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/ecodef-ihedn.fr\/wp-content\/uploads\/2020\/04\/darrieussecq_2-1024x584.jpg\" alt=\"\" class=\"wp-image-7237\" width=\"475\" height=\"270\" \/><figcaption>Opening of the conference by Genevi\u00e8ve Darrieussecq, Secretary of State to the Minister for the Armed Forces, Montpellier, Tuesday 2 July 2019 (Photo: Cyril FRANKLIN)<\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><strong> Julien Malizard<\/strong>, a researcher at the Economics of Defence Chair and deputy chairholder, analysed the<strong> R&amp;D budgets<\/strong> financed by the  <strong>Ministry of the Armed Forces<\/strong> between <strong>1993 and 2017<\/strong>. <\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/ecodef-ihedn.fr\/wp-content\/uploads\/2020\/04\/malizard_4-1-1024x785.jpg\" alt=\"\" class=\"wp-image-7235\" width=\"451\" height=\"345\" \/><figcaption> Julien Malizard, Summer University of the Soci\u00e9t\u00e9 Fran\u00e7aise de Finances Publiques (SFFP), Montpellier, Tuesday 2 July 2019 (Photo: Cyril FRANKLIN)<\/figcaption><\/figure><\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>In particular, it showed the  <strong>cycle differences<\/strong> between the 1990s (peace dividend) marked by austerity and the 2000s and 2010s with numerous episodes of economic crisis. <\/li><li>However, it appears that <strong>public R&amp;D is better protected than other ministry expenditure<\/strong> of the Armed Forces (particularly equipment). <\/li><li>By extrapolating the value of the research tax credit for DTIB companies, the public authorities are devoting, in 2017, <strong>more than 6 billion euros for defence R&amp;D<\/strong>.
