Julien Malizard, Deputy Chair of Defence Economics - IHEDN, is the author of a chapter on R&D funding in the book The uniqueness of defence and security finance<\/em>, published this month by Mare & Martin. <\/strong><\/p>\n\n\n\n

Julien Malizard<\/strong> is the author of a chapter on the financing of research and development (R&D), entitled \u00abFinancing innovation in the armed forces\u00bb. It is taken from the book The uniqueness of defence and security finance<\/em>, coordinated by Mathieu Conan, Fabien Cardoni, \u00c9tienne Douat and C\u00e9line Viessant, and published this month by \u00e9ditions Mare & Martin<\/strong>. <\/p>\n\n\n\n

In this chapter, Julien Malizard analyses trends in public R&D expenditure<\/strong> defence<\/strong> in order to understand the nature of these budgetary impulses: does defence R&D benefit from a privileged status<\/strong> within defence spending? To answer this question, which has received little attention in the scientific literature, he uses a method of analysing the nature of budgets. This shows that R&D expenditure is relatively protected<\/strong> compared with other expenditure, particularly capital expenditure. This is probably linked to specific features of France's defence policy<\/strong>, based on deterrence, technological superiority and a complete army model. <\/p>\n\n\n\n
