A diversionary theory of public debt management<\/em>\u00ab . It was published online by the academic journal <em><a href=\"https:\/\/www.springer.com\/journal\/355\" target=\"_blank\" rel=\"noreferrer noopener\">Social Choice and Welfare<\/a><\/em>. <\/p>\n\n\n\n<p>This article analyses <strong>strategic use<\/strong> that can be made of the <strong>public debt<\/strong>. Contrary to the conventional view that politicians can use public debt to \u00abtie the hands\u00bb of their successors, the article shows that a government in power can use this strategy against itself and take advantage of it in the run-up to elections. By doing so, it reduces the basis for future social conflict and benefits from social peace during its term of office, which increases its chances of re-election.<\/p>\n\n\n\n<p>Moreover, in the case of foreign or external public debt, the outgoing president can strategically divert future social conflicts towards a common enemy (foreign creditors).<\/p>\n\n\n\n<p>Thus, by increasing the public debt before the election, the holder of the debt can <strong>strengthening social cohesion<\/strong> during its mandate, both in <strong>reducing the basis for internal conflict<\/strong> and in <strong>diverting citizens<\/strong> research activities of <strong>internal annuity<\/strong> to the research activities of <strong>external annuity<\/strong>.<\/p>\n\n\n\n<p class=\"has-text-align-center\">&gt;&gt; <a href=\"https:\/\/link.springer.com\/article\/10.1007%2Fs00355-021-01332-z\" target=\"_blank\" rel=\"noreferrer noopener\">read the article<\/a> &lt;&lt;<\/p>\n\n\n\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>Maxime Menuet, chercheur associ\u00e9 \u00e0 la Chaire \u00c9conomie de D\u00e9fense &#8211; IHEDN, publie un article sur la dette publique et les conflits sociaux dans la revue Social Choice and Welfare.
