This figure, although not very precise and open to criticism, shows that terrorism has major economic consequences.  Logically, the fight against terrorism <strong>aims to limit these costs<\/strong>, In other words, it is possible to apply a \u00abproactive\u00bb or \u00abpassive\u00bb approach to a given situation.<strong> <\/strong>\u00ab\u00a0<strong>cost-benefit<\/strong>\u00a0\u00bbThis article begins by looking at the \u00abbenefits\u00bb of these policies, i.e. the costs avoided in economic terms.
