Rehabilitating the production base and reducing vulnerability to the internationalisation of v<\/em><\/strong>oor<\/strong><\/em>.<\/p>\n\n\n\n

It is on this theme that Paul H\u00e9rault<\/strong>, Associate researcher at the Chair and author of the study \u00ab\u00a0How can we strengthen our sovereignty in an era of global value chains?<\/a>\u00ab will be speaking on Monday 28 March at IFRI, as part of a conference with Philippe Logak<\/strong>, General Rapporteur to the Haut-Commissariat au Plan (5pm - 6.30pm).<\/p>\n\n\n\n

The health crisis was a stark reminder of certain risks associated with the globalisation of value chains and the de-industrialisation of France and Europe. Recent work by Ifri and the Haut-Commissariat au Plan (the French Planning Commission) aims to provide not only a diagnosis but also recommendations on the methodology to be adopted to identify and respond to the most critical external dependencies.<\/p>\n\n\n\n

In January 2022, the Haut-Commissariat au Plan published a report <\/a>on the identification of vulnerabilities in medicines and health products, and also suggested a method <\/a>based on a line-by-line analysis of detailed foreign trade figures, which could be used as the basis for a strategy to win back our production base.<\/p>\n\n\n\n

For his part, Paul H\u00e9rault suggests ways of better managing the risks associated with global value chains: identifying and mapping strategic value chains; assessing their criticality and defining the levers for securing them; and coordinating the roles of the various players: public and private, national and European.<\/p>\n\n\n\n

The discussion will be moderated by Alice Pannier<\/strong>, Head of the Geopolitics of Technology programme at IFRI.<\/p>\n\n\n\n
