«For Julien Malizard and Jacques Fontanel, military expenditure does not have a well-established definition accepted by all states. What's more, the nature of weapons changes over time and they are not always located in the military sphere per se. Econometricians apply sophisticated statistical instruments without questioning the quality of the data supplied to them. The fact remains that this information has a major influence on people's «feeling» of security. *

Innovation methods can no longer be limited to a commitment based solely on the power of weapons; they must determine the appropriate tools, adapted to the threats and capabilities of the immediate or potential adversary. Military innovation must no longer consist solely of building weapons and then specifying the strategy to be implemented». *
