  • Julien Malizard and Josselin Droff, Researchers at Chair in Defence Economics are proposing a paper entitled «A Common Defence Policy for the European Union? A Burden Sharing Analysis« .

This contribution aims to clarify whether EU countries form a military alliance and whether the response to threats is consistent with a proportionate distribution of resources between members. To do this, the authors draw on the most recent empirical work of the alliance theory which aim to compare expected benefits at costs incurred. In addition to the budgetary dimension, which is generally the point of view adopted in the literature, the authors also take into account the innovation dimension (R&D budget), the capability dimension (equipment budget) and the operational dimension (force projection). By combining all these dimensions, the indicators are then representative of the entire defence production« continuum». This empirical work is based on a European Defence Agency (EDA) database, on the 2005-2014 period. The results show that the EU tends to behave as an alliance on dimensions personnel and troops deployed but not on R&D spending, equipment or defence budgets as a whole. The EU's behaviour is stable over time over the period studied.

  • Elisa Darriet, Researcher at the Chair in Defence Economics and LEMMA (Univ. Paris 2), presents an article entitled «Citizen Perception of Defense & Willingness to Pay».

The aim of this article is to analyse the social representations of Defence as well as perception of the military budget in French students. Based on the literature, the author hypothesises the existence of a difference in representation among students according to their gender and their «degree of commitment». This degree of commitmentt refers directly to the desire expressed by some of the participants to join the army, of join the military and/or civic reserves. Analysis of the results allows us to define a social representation of defence centred around the words «These include »army«, »protection« and »security". In addition, the results indicate a difference in perception and distribution according to different budget headings (innovation, equipment, etc.) according to the characteristics of the participants (gender and commitment).

  • Julien Malizard and Friedericke Richter (Science Po Paris) present an article entitled « Analysing & comparing - defence outputs - over time: A methodological Nightmare?« .

The aim of this article is to analyse and compare defence production, with a particular focus on the defence budget. This work involves study the various possible sources and highlight certain methodological difficulties (definition, missing data, data revisions, defence inflation, conversion and purchasing power parity), which require particular attention if you wish to make comparisons. To illustrate these difficulties data from France and the United Kingdom are used: dajor differences between sources are observed, with significant consequences in the conclusions on the size of the defence budget.
