Speech by Josselin Droff and Julien Malizard at CEMS Air (9 March 2022)

Josselin Droff and Julien Malizard, researchers at the Chair, took part on Wednesday 9 March in a round table discussion on the defence economy and the challenges facing the French Defence Technological and Industrial Base (DTIB), organised by the CEMS Air (Centre d'enseignement militaire supérieur de l'armée Air) at the École militaire .

They discussed economic impact and spin-offs linked to the existence of a DTIB.

From methodological elements concerning the construction of defence budgets, the measurement of jobs, available sources and the possibilities of international comparisons were discussed with the auditors.

The issues at’national and regional were discussed (calculation and value of income and employment multipliers, long-term impact on innovation and the industrial fabric, the ability of a country to preserve sovereign skills in defence), as well as international issues through the theme of arms exports and international industrial cooperation.

To enrich the exchange with listeners, Josselin Droff and Julien Malizard were accompanied by the’admiral Xavier Païtard, Defence Strategy Advisor at Airbus, and Thierry Poignant, Director of International Strategic Foresight at Thales.
