«Financing war»: Josselin Droff and Julien Malizard at the Maison des Sciences de l'Homme Val de Loire (CNRS)

Josselin Droff and Julien Malizard spoke at the thematic seminar «Financing the war», co-organised by Maxime Menuet (researcher associated with the Chair and lecturer at the University of Orléans) and Guillaume Sarah (Research Fellow at the CNRS) on 2 June 2023 at the Maison des Sciences de l'Homme Val de Loire (CNRS).

  • Based on the question« How much do France's wars cost? »and relying on their own work as well as defence economics literature, Josselin Droff and Julien Malizard addressed the issue of cost of external operations and preparing France for future conflicts.
  • In the current context of discussions on «the war economy» and the 2024-2030 military programming law, they proposed a global reflection on the intensity and cost of commitments of France.
  • They have shown that France's commitments, the additional cost of which is now in excess of 1.5 billion euros per year, The average duration of these contracts has increased.
  • Nevertheless, in a historical perspective, the additional cost of external operations, when expressed in terms of macroeconomic variables such as the State budget or GDP, remains low.
  • In addition to the problems of financing, the increase in commitments raises the question of long-term sustainability.
