Julien Malizard's speech focused in particular on three points:
- The level of the defence effort in Europe and the conditions for rearmament
European rearmament has been underway since 2014, and will be stepped up from 2022 onwards, as well as debates on the level of defence spending needed to ensure the continent's security, against a backdrop of persistent dependence on the United States and the growing importance of the 3.5 % of GDP target. - The limits of European industrial rationalisation
Despite the rearmament effort, the challenges facing the defence industry remain: the persistent fragmentation of Europe's defence industries, duplication of capabilities, difficulties in cooperation and the need to improve coordination, specialisation and economies of scale between European countries. - The rise of «new defence» in the light of the war in Ukraine
The war in Ukraine is revealing the emergence of new industrial and operational dynamics, marked by the rise of drones, artificial intelligence, cyber and dual technologies, which are redefining relations between traditional players and new entrants.
