Julien Malizard took part in the 2025 edition of the Economic Days (JECO) organised in Lyon from 4 to 6 November

Julien Malizard took part in the round table discussion «What does a war economy look like?», alongside Sébastien Jean (Professor at the CNAM and Chairman of the Chair's Scientific Advisory Board), Sylvie Matelly (Director of the Institut Jacques Delors) and Alain Quinet (Associate Professor at the Écoles de Saint-Cyr Coëtquidan and Associate Researcher at the Chair). Christophe Bys (The conversation) provided the entertainment.

The deterioration in the international environment can be seen in the increase in conflicts, Russia's war of aggression in Ukraine, which is being waged by the pressures on international trade (sanctions, customs duties, etc). In this context, it is useful to understand the dynamics underway in order to preparing for a high-intensity war.

Julien Malizard recalled three key elements to understand the changes taking place:

  • The structural characteristics of the defence industry, characterised by high barriers to entry, long cycles and a decisive role for public authorities.
  • The current transformations in this industry, driven by the rearmament dynamic in Europe and increased production capacity requirements.
  • The emergence of new players, often from the civilian sector, capable of responding to the need for mass production and rapid innovation.

These discussions helped to shed further light on the following issues economic, industrial and strategic issues. They have been placed in a European context, a scale often considered as structuring, but which raises many questions of political economy and therefore of coordination.
