In the face of the Russian threat, should the European Union develop its own defence and free itself from the protection offered by NATO?
It was on this theme that Julien Malizard spoke ahead of the NATO summit in Vilnius (Lithuania) on 11 and 12 July 2023.
His speech focused on the challenges facing European defence, in particular the importance of limiting dependence on foreign suppliers of armaments in order to ensure genuine strategic autonomy, for example in the case of munitions.
