«How the war in Ukraine is redrawing the flows of global rearmament»: the Chair's contribution to an investigation by Le Monde

Cédric Pietralunga and Élise Vincent, a journalist with Le Monde, published a report on 26 November 2023. survey on the spectacular rise in military spending in the world, and especially in Europe, since the outbreak of the war in Ukraine.

In particular, they drew on work carried out by the Chair team, presented by Jean Belin and Julien Malizard.

«Since the Cold War, the United States has captured between 35 % and 40 % of the world market, Russia between 20 % and 25 %, and France, which has always been a major exporter to finance the upkeep of its nuclear deterrent, between 5 % and 10 %. Forced to redirect part of its armaments to its own needs, Moscow's market share in 2022 will fall to around 9 %, almost halving its exports in one year», summarise Jean Belin and Julien Malizard.

They go on to explain that «The debt wall is a reality. Today, governments are finding it difficult to finance their defence efforts in the face of the cost of debt, the imperatives of education and health, and the environmental concerns of public opinion».
