Based on a original database, This work studies the production time for large surface buildings into service in 2022 in eight European countries: France, the UK, Germany, Italy, Spain, the Netherlands, Denmark and Norway.

This study shows that building production time is a major capacity indicator in a context of rearmament in Europe and political will to speed up production (competition between major naval powers, protection of critical infrastructures at sea and under the sea, the fight against maritime piracy, etc.).

Econometric analysis highlights the existence of’learning effects. Furthermore, considering the’origin of on-board sub-systems (national production, European or American imports and European cooperation), it can be seen that equipment from European imports reduces production time, an important factor in European industrial strategy. The proportion of US sub-systems, on the other hand, has no effect on production time.
