Josselin Droff and Julien Malizard, Researchers at the Chair, spoke at the Centre d'études stratégiques aérospatiales (CESA) at a round table of the Centre d'enseignement militaire supérieur Air (CEMS Air) dedicated to the Defence Economy and challenges facing the Defence Technological and Industrial Base (DTIB) French.
Various methodological elements on the construction of defence budgets, the measurement of jobs, available sources and the value (and limitations) of international comparisons were discussed with the auditors.
The researchers addressed economic impact and spin-offs linked to the existence of a DTIB. The issues at’national and regional were discussed (calculation and value of income and employment multipliers, long-term impact on innovation and the industrial fabric, a country's ability to preserve sovereign skills in defence), as well as international issues through the themes of arms exports, technology transfers and international industrial cooperation.
The consequences of the conflict in Ukraine on the DTIB and French defence policy (industrial issues, changes in competition, definition of sovereignty and priority skills, etc.) were also at the heart of the discussions.
To deepen the discussions with the audience, the Chair's researchers were accompanied by two industry representatives, one of’Airbus and the other from Thales, Their contributions enriched the discussions, in particular on the themes of innovation, the civil-military duality, and the challenges linked to attractiveness and human resources in the sector.
