Le latest issue of Cahiers français, produced in partnership with’IRSEM, was published on 20 July.
It brings together the best defence specialists in order to understand the changes in the army's missions, its means of action and its manpower since the end of the Cold War and the disappearance of military service in 1997.

Julien Malizard published an article entitled «Defence budgets: how are they changing?», which studies the composition and development of the defence budget in France from the 1980s to the present day. A summary of main factors The aim is to provide a clearer picture of the challenges facing French defence policy and its funding, in order to inform the forthcoming debates on the forthcoming military programming law.
Josselin Droff proposes an article entitled «Military presence in the territories», which provides a better understanding of the issues at stake in the military presence in France. More specifically, the author looks at the factors that have structured the establishment of armies in the region. In particular, it looks at reciprocal influences that the military and the land have exerted on each other throughout history. The relationship between military activities and territories has been affected by the successive reforms of the military map in France, particularly since the end of the Cold War. The article analyses in more detail the consequences of this reform and the’regional support implemented by the State and local authorities.
